Should votes without comments be anonymous?

I consider it a realistic problem.
It's fine to say "We can't fix it because 'X' reasons and it's not perfect and we know it."

Granted, given the current system, there is no solution. You either have C2V and the ***** sheep don't vote because they're scared to be held accountable to their words and are afraid of retaliation votes.
OR
You don't and guides get trolled the **** out and nobody ever leaves comments, so guide writers don't ever find out what they can improve from the legitimate votes.
I find both method equally unproductive, and tend to side with the version which at least has potential for the guide writer to see why a downvote might be being cast.
A solution to both issues would require a complete overhaul on the current system.

Could encourage troll-voting, since it isn't a punishable offense. At least if someone is troll-voting guides, we know who it is. Doing the same while anonymous would be even easier. :(
Psi, surely you don't truly believe that there is actually anything that can be done anonymously on the interwebs. If you had read what I said in my above comment, you would know that all it would take is for the admins to look back at the IP, etc of whoever said what and *TA DAH* you know who said it. Then if an admin perceives what was said as punishable, then they can be dealt with.
You didn't read my post very carefully, did you? It doesn't matter if their IP can be tracked, troll-voting is not a punishable offense. Anonymous voting makes it much easier for anyone to trollvote without ruining their reputation. It has nothing to do with actions taken by mods or admins.
And apparently you did not read MY post very carefully did you? Never in my comment did I say that troll-voting was punishable. I know that it isn't due to the fact that one cannot definitively distinguish what was a troll-vote and what was genuine. What I DID say was that if an admin perceives what was said as punishable, then they can be dealt with.
There's a difference between saying "punish troll-voters" and saying "punish those who say things against the rules." Obviously if the system requires a comment in order to vote, then those who troll-vote will say something. If what is said is perceived as something against the rules, then they are able to be dealt with. Sorry for not making it clearer, I suppose, but that is what I was getting at.
