Technically he is allowed to vote in any way for any reason.
What he said though is kinda unacceptable.
You can always use the report tool. That's what it's there for.

Assuming that you your comment on his "copy and pasting" of other guides is correct then there should be some form of intellectual theft involved. I don't know exactly how Mobafire handles that, but you could talk to an Admin or a Moderator about it.
As for his comment on your guide, tough luck on the troll vote; "it's an opinion" :(

If I have helped you in some way, or you enjoyed my work some "Rep" would be nice ;)
Outright plagiarism is not accepted at MobaFire, but if the author has rewritten parts from other guides well enough, it's accepted (even when the author admits to actually plagiarising), just fyi.
Paraphrasing is all fine and good, but if it's "copy & paste" work, then it is outright plagiarism. Sevinho, mind hooking us up with some links to guides that he copied from?

Can't be bothered looking as to what he's copied from, but the fact he has put "12 gold each last hit" when that's clearly outdated either means that guide took him about a year and never bothered to change it or he copied it from an older one, considering the max extra gold is 8.

^Outdated guides aren't a punishable offence at MobaFire, even if the guide is out of date for months-years and has been at the top spot for that champion. If I recall correctly, the only reasons a guide can be forcibly archived:
1) Outright plagarism, copied word for word
2) Unacceptable content (erotica, excessive swearing, etc)
3) Having an item in the build that no longer exists (refering to that Morg guide that had a Zhonya's Ring)
Things that guides can't be taken down for:
1) Being out of date but just refreshed every month so the freshness goes back to Fresh
2) Being completely wrong (Deathcap on Garen)
3) Abusive language in comment replies (you can say anything you want, and even get banned, but your guide will still stay up)
4) Plagarism when not outright copied word for word (cwutididthar?)

Wish I knew of this earlier.
But there seems to be a lot of plagiarized guides O_o
A few weeks back I saw someone copy-paste Zoki's Yi guide.
