I left the ending build up in the air because the last few items are purely based on your specific situation and how fed you are.
Thanks for the the comment

I would like to thank you for all of the good advice. As for the whole teleport > ignite thing. My reasoning behind it is most of the times you won't need ignite for kills. the only time i'll ever take it is to counter enemy abilities. Also team fighting will be a good section to comment on.

I noticed you skipped things such as runes, summoner spells and other very important topics. The item build you have is... Viable but not the best. Also from the two times I played Viktor I can tell you this, you are getting your Gravity Field much to late. Gravity Field is what many people will abuse to ensure kills, I know I did and it worked great and this ability also ensures that ganks from jungle work out for you and fail for your enemies.
The people listed that you said counter you are not to be feared unless you feed them horribly which is what most people do.
I really appreciate the feedback. I will plan on adding a section to why I picked those runes. I do feel like they are very standard for most ap carries. Then onto the whole gravity field. By getting it early you are jeopardizing how much damage you do with your death ray. If you look at the scaling of death ray (mana cost and damage dealt) you can see it really isn't worth using until it's atleast lvl 3 otherwise it is way too expensive for what it does. If you are smart about how you last hit and position yourself there shouldn't be a need for gravity field. There are some junglers that will dodge your gravity field like it never existed. A good example is lee sin and shaco. With wards and positioning you shouldn't ever put yourself in a gankable position.
