Blue buff should go to the jungler, the AD or the solo top if it'll be more useful on them than on the AP mid. Sometimes you should refrain from handing off blue if your AP is manaless, has low mana costs or is feeding and will just end up handing the blue to the enemy AP. There are a few tops and ADs that can use a blue better than some AP carries (like Swain top, Urgot, Ezreal), but in general I think it's a lot stronger on casters.
A Cass with blue is simply more of a threat than an Ashe with blue. Early game, a blue buff on your mid can help them control a lane by harassing constantly without burning out on mana or waiting 20% longer between spells. Late game, an AP with blue often serves as a poke. DPS casters can deal damage more quickly with the CDR and nukers can get some spells off cooldown more quickly.
Honestly, if there's an actual blue-dependant jungler or top (or AD urgot, but that's the only AD I'd consider), you should try for a high sustain mid or a manaless AP. I know a few Karthus players that will let me keep second blue every game because they never need the sustain that early. Annie's usually the same unless she's being very aggressive.
P.S.
Soraka can give pretty much infinite mana to an AD carry in bot lane. If you have someone like Ezreal/Kog/Urgot that wants to spam a ton, you can just pick her.
Though personally I take manamune on urgot so I usually just get Janna as a support.

Question
Why does this wonderful buff always go the AP MID.
I know they use a lot of mana.
It can be hard to lane vs another AP with blue buff.
Could be nice to charge Tear of the Goddess.
But what I see from mid players is buff entitlement.
What about AD bot?
How much can it tilt the lane with endless mana and cdr on someone like Ashe / Graves / Urgot / Kogmaw / Ezreal.
I can imagine a few tops that can use it also.
As a Jungler sometimes when handing blue buff off I feel it should be helping a lane I don't plan to gank soon.
Also from my experience Ashe with blue buff at level 5 + CDR boots = lolz gl other team.

Want to say I don't hate AP MID players I'd always give a blue buff to Anivia. Just asking is giving blue buff to mid always the best decision for the team.
