Possible changes to Phage

They wanted to remove any randomness that was inherently harmful (Dodge was very noticeable to those attacking someone with dodge)
Not to mention in terms of anti fun or being unnoticeable (the player with dodge didn't really notice it at all unless you were playing Jax.)

Phage proc can easily win or lose you a game. Riot stated they want to remove all randomness from the game unless it's like Crit and etc. Like Zeprido said above, try to word your titles a bit better in the future because it's a bit misleading :\
Edit: If they do make Phage proc 100%, it's a somewhat small nerf to Fro Mal because it won't be rushed out if people don't need the small extra HP or damage stats if they can rely on easy slows.

Wardens mail randomness is a Much bigger issue than phage

Edit: Adding one scenario I saw the other day with a Phage win. Irelia going to trade against enemy laner, blade surge to creep then onto them, Equilibrium Strike slow/stun while autoing with Hiten up, 30% slow procs. Irelia chases enemy laner under turret while autoing and gets away with 2 bars. I'm pretty sure that slow helped Irelia get the kill. There are a lot of other scenarios like that obviously.
