Bad build
Even your screenshots show how bad you are, you have negative score with wins to losing in normals.. you are bad low ELO and probably why you think this terrible build works, but it does not, it takes all the strengths of leblanc and makes them weaknesses.
I don't play ranked, I play for fun. ^.^
EDIT: Ah, most of you don't like this. I'm not great at creating builds but I have fun playing it and that what matters the most to me. I'm just glad you all at least took the time to comment. :)

1. You do not build any hybrid AP/survivability items such as Rod of the Ages. Instead, you take a 1-dimensional AP build and tack Warmog's and G-Angel onto it. Yes, I know that TankBlanc is not an actual tank. She's still not tanky enough and she is dependent on tanky items because she has no innate tankiness.
2. Your masteries are nonsense. You should be going 9/21/0 or 9/0/21, but not 21/0/9.
3. MPen glyphs aren't very good. It's minor, but I think flat AP glyphs are a must, particularly if you want a strong early game

When I say TankBlanc, what I really mean is that she's tankier than she usually would be, not that she's an actual tank. The goal of my TankBlanc is to give her enough survivability to do continuous damage in a teamfight while still being able to take out carries reasonably well.

It's wrong then. Unless you buy a HP item that DIRECTLY benefits your role as an assassin (i.e.
Just buying health for the sake of being less squishy with an assassin build isn't a good option, imo.
And even if you do buy HP items, try to pick something to be more useful for the team. Warmog's is the most useless chunk of health in the League, unless you build it on the champion with lots of natural CC. Then it's strong, because it allows them to stay in the battle for longer and drop more CC on the enemies.
Also, the problem with such build would be that you shouldn't take middle lane with it. You need strong AP damage in mid and if you build like this, it might just not be enough. I thought of top laning as

It's a good start, and I'll probably give a more in depth review maybe in a couple days, but it's definitely not as good as it could be. You seem seriously undecided between AP nuker and tanky Leblanc. I have no problem with the idea, as she can lock down someone for a long time with silencing them for at least 3 seconds and snaring them.
I'd transition to a build like this:
Boots + 3x Health pots
Catalyst the Protector into
Tier 2 boots
Or you could go a little tankier
Boots + 3x health pots
Tier 2 boots
I was trying to find a happy medium between survivability and burst.
The extra hps won't help you much, she's focused in teamfights and ennemies will probably build MR making you nearly useless. Mejai's should be dropped, I don't see any point in having that on a tank leblanc, mejai's a very situational item and should never be in the core build.

Another thing, go 9-0-21 on tankblanc. That's absolutely unquestionalbe. 21-0-9 is a glass cannon build. With it, you hope to increase burst potential as much as possible. On tankblanc, you should rather focus on DPS and thus, cooldown reduction and getting levels faster then your enemy.
