There are no '' best ''. And that's what so great about LoL. It all depends on the situation.

Physical damage heavy team : Rammus/Malphite

Magical damage heavy team : Galio

True damage heavy team : Cho'Gath/Mundo

Gap closer heavy team : Shen

Poking heavy team : Amumu/Malphite

All of this is IMO of course.

Rammus/Malphite both stack a lot of armor since they both have armor-scaling skills

Galio's passive make him an anti-mage (mage referring to champions who mostly deals magical damage)

Cho'Gath/Mundo both easily hit the 4k HP mark, lot's of HP being the only way to ''counter'' true damage

Shen's taunt can save an ally who has been attacked by a or multiple champ with a gap closer. Plus his ultimate can save your *** when you're in trouble

Amumu/Malphite both have gap closing CC, wich is great against teams who stays far and pioke a lot

Yes sorry, I formulated myself wrong. Ofcourse it depends on which champions you're up against, but since the "subject" so to say is who's the BEST champion, I mean the overall one. :>
