Not necessarily, if you got a passive lane duo and not a kill lane this would probably be a wiser choice. And the extra hp makes you a lot beefier against gankers.

With that, I agree. if you can freeze the lane with a mobile carry + soraka duo and pretty much stay there forever, sure, get dem hearts of goldez.
On the other hand, if the lane stays frozen for ages, you may return to the base and realize it'd be kinda unnecessary to get that HoG + Vampiric. Depends on how much farm was done

If I was against a bot lane that consisted of
Soraka + AD with GP/10's I would cry myself to sleep. That lane means only one thing: ultimate passive farming.

Well, if you want to buy infinty edge, you should buy
Zeal after
B. F. Sword. The combination of MS, AS and crit helps
Infinity Edge to be very effective that early.

Heart of Gold offers good lane presence, especially with a passive support, i din't realy like it since it doesn't build into anything useful for an AD carry late game.
also, the lack of doran's blades make it more difficult for the bottom lane to secure a kill, if your jungler comes to gank
