ELO Hell is an attitude IMO. It is not something that physically exist, unlike what most people in ''ELO Hell'' seem to believe. Stop having an ELO Hell attitude, and you'll approve a lot. If you improve a lot, ELO will also improve a lot. Simple as that.

Actually you've got the right idea. The idea about playing soloqueue league is being able to manipulate the players in the match. If you can get brony support on either team (which generally, 30% of all league players are), then you have a better chance of winning the game. Why I say this is you need to know when to insult, when to call out and who to agree with in regards to the enemy team. When you're dominating your lane, wait for someone to mention something. If the solotop complains, simply agree with him and blame it on the jungler. If the jungler complains, blame it on the solo top. If the other lanes complain, simply say that you're sorry that their toplane is trolling. The goal is to cause conflict within the enemy team, because a team that's divided will have a much lesser chance of actually winning a match against you no matter how fail your team is doing. The goal is that you MUST pick a solo role and you MUST dominate your lane so that you can be in a position to manipulate people. The thing you must keep in mind is to always be sympathetic to the person complaining, that way it will give him more ground to complain and fight. The result? Chaos.
Most importantly, having a brony on the other team is a good way to start, primarily because if you can win them over with how you present yourself (and hell, I'm ****ing Discord) then you can get them to turn against their own team through the power of pop-culture influence. If they do bad, you can take their side and cause them to do some plays to harm their own team. If they do good and their team does bad, you can simply cause them to be more supportive of you winning to punish the baddies on their team. Either or, the teammates will most definitely fight with him if they see him conversing in a friendly manner with you (because god forbid you having a friendly conversation with the enemy team).
The rules to making this strategy are simple:
1. Don't suck.
2. If there's a brony, be your character.
3. NEVER lose your cool openly.
That's the secret behind my success to some degree.
