I chose 9/21/0 for his masteries because I felt the Defensive Mastery Tree synced much better with Garen than the Offensive Tree, however, you can always switch to 21/9/0, if you feel the opposite way.

Nice guide, but why not max Decisive strike first? It allows for more up-front damage instead of spinning for 3 seconds. Also, rushing Warmogs, may not be the smartest idea, along with the Infinity Edge. By the point you get that it'd be late game and everyone has higher resistances. And you said yourself, Garen is not a tank, so if the enemy team decides to focus you after the carry, well then you hardly have time to spin and crit.
Something You should note:
1. Put on Comment To Vote
2. Add some alternative runes, such as MR runes in case mid decides to do a gank.

No vote for me. Although the effort is good so far, it's not even close to being done. DON'T RELEASE A GUIDE before it is done, it only leads in low votes and generally a bad time. Plus you lose out on being on the first page by the time you finish your guide.
Your Offensive Tree is impossible, you can't get ArPen with 4 points into the CD.
You should have 2 points in the minion reduce, it lowers a lot of damage while trading.
Early on, a Doran's Blade instead of the Shield is more ideal due to your high AD scaling. A fast Warmogs is rather 'weak' due to the fact that it gives you damage and it isn't the best item for Garen. Moving the Sunfire first, or some other offensive item would be much stronger, following it with the Warmogs.
Other than that, I can't comment because it isn't finished.
I know, I had accidently published it instead of saving the draft due to a mis-click and so I had to rush to finish the guide before anyone could notice (which didn't happen in this case) >.<
Thanks for pointing out my mistake in the Mastery Tree, again it was due to a blunder.
I chose Indomitable over Tough Skin because they both reduce the same amount of damage, however, Tough Skin is only limited to minions, while Indomitable reduces all damage (except true).
I don't like Doran's Blade on Garen because the life-steal is such a waste, due to the fact that it only truly benefits auto-attacking all the time (which Garen doesn't seem to do besides last-hiting). So instead I build a Brutalizer, because it benefits him much more with better stats (More AD, CDR, and ArP). An early Warmogs is good because it stacks the passive much sooner and gets him more durable early on, the lack of damage is countered from the Brutalizer mentioned earlier.
