Personally I agree that he needs to be fixed up a bit. I agree with your changes except for the attack speed reducer on his ultimate. I think that he can just get that from a Frozen Heart Everything else should make him a pretty viable tank. If Sky Splitter feared champions thatd be even better lol.

He can be, but he's got some rather poor matchups due to his rather low damage output without
Frenzy
as well as Ignite making his passive practically null.
My main problem is that he isn't focused on either role of bruiser or tank and would prefer him to be a focused tank.
That being said do you think these changes would make him a viable choice as a true tank, like Amumu, Nautilus or Malphite? :p

I find him rather good solo top.

His main problems I see is that his abilities are too inconsistent. He has two clearly bruiser style abilities ( Frenzy and Stormbringer) and then two abilities better suited for his "tank" tag ( Thundering Smash and Sky Splitter).
On that note, his passive while powerful, is unreliable and very easily countered by Ignite.
I suggest that all of his abilities but Thundering Smash and Sky Splitter be changed.
Here is my proposal;
The Relentless Storm: If Volibear drops below 30% health he is instantly healed for 15% of health and another 15% over 6 seconds. This effect has a 120 second cooldown.
this change would make the healing part of his passive more reliable without being overbearing. (Hehe, get it?)
Frenzy : (Passive): Whenever Volibear is attacked, he gains bonus attack speed, armor, and magic resistance, stacking up to ten times.
Attack Speed: 2%/3%/4%/5%/6% per stack
Armor and Magic Resistance: 1/2/3/4/5
This change to Frenzy would give Volibear more defenses by being attacked, making him harder to kill as a tank, as well as increasing his damage output slightly as well as his jungle clear time. The active portion removed because tanks shouldn't have an execution ability.
Stormbringer: (Active): For the next 12 seconds, Volibear's autoattacks will blast his target with lightning that will also bounce to up to 3 nearby enemies. Each bolt of lightning will deal magic damage, and reduce their armor and magic resistance by 5/10/15 for 3 seconds and will only hit each target once. Multiple attacks can cause the armor and magic resistance debuff to stack up to 3 times.
Cost: 100 mana
Bounce Range: 300
Cooldown: 100/90/80 seconds
Magic Damage Per Bolt: 50/75/125 (+0.5 per ability power)
By dropping the damage dealt a bit, and adding a resistance shredder, this would allow Volibear's ultimate to be more beneficial to his team and more impactful, like other tanks such as Amumu, and Malphite.
Overall, I think that Volibear needs to be reworked a bit to function more like a tank than a bruiser, and I think these kinds of changes could help him do that well. As it stands currently, he has a pretty decent peel with Thundering Smash and a nice AoE slow with Sky Splitter.
I really love Volibear and he's a fun champion, I just would like his kit to do him some more justice.
