Greater Quintessence of Movement Speed i find is a must same as Brute Force
As you mentioned that in ranked you have to get Boots and 3 Health Potion first but i run this as my standard. The need for a Doran's Ring is dependant as you are already getting a Chalice of Harmony and with that your ownly really getting blue for the CDR... which is nice. Plus if your jungler is a prick the challance becomes mandatory.. BTW i get one of these second before the augment. it allows for more lane sustain and dependant on which you get the hp or mr can make a difference with trades.
A few things i do differently though is with your seal's
I run Greater seal of replenishment * 5 and Greater Seal of Armor * 4. This gives me some mana regen right from the gate and allows more poke while defending me against the jungler (early) if they do gang by adding 5.6 armor.
Secondly i would generally recommend that you at least start the Rylai's Crystal Scepter before completing the Athene's Unholy Grail as you really dont have the hp to survive... at least get Giant's Belt
Final difference (Yes it is very similar to yours but a small difference makes a difference) is that i actually start at lvl 1 and 3 getting Power Transfer and 2-9 Death Ray with Gravity Field dependant on the jungler. If they are a strong jungler and are going to gang early and lots get gravity at or before lvl 4 if not get it at lvl 8. The reason behind this is all due to her*** and sustain. Power transfer is going to keep you sustained longer and costs less mana for more damage early game. Lvl 2 shield is going to counter a lot of return burst and will allow early on for power transfer, manual hit, back off pokes. these pokes do a lot of damage early game and with the lower mana costs can be done near non stop. later on when challace is up you can death ray till your heart is content and with your higher AP death ray does more damage.

Good job! I think you should finish Chalice of Harmony right after boots if you're going to go that route. I don't know much about Viktor so I can't really judge but your guide is well written.
The reason I don't finish the Chalice of Harmony so early, is cause I want to amplify his damage output and getting the Athene's Unholy Grail doesn't really help with that.
I never offended anyone about the W augment.

I'd suggest changing his matchup with Fizz a little bit, Fizz's untargetable spell let's him pop Viktor's Q and easily dodge his E, as well as getting some pretty hellacious burst mid and late game. Just be careful once he hits 6, becuase that almost always means a kill for Fizz.
Just had to comment on that lol, since I do play Fizz quite a bit. Also, I found that if you're not doing so hot in your lane, getting an early Hextech Revolver really helps if you're maxing Q first. Also, one of your first buy's should be an Athene's Holy Grail, there's really no reason not to get it, you may not get as much AP as a Deathcap (Althouh 90 AP is still pretty beastly), but the MR, CDR and Mana regen is extremely helpful in lane.
Athene's is not important that early, I do understand how u might like it, but making it early really decreases his usefulness, you might want to reconsider that =/... You need kills, not to tank anything, nor support someone to kill, retry using your build in League.

Hey, just wanted to help comment on the Lux mid face off. I play Viktor mid and rarely lose games so if I may say, I am good with my gears. When fighting a Lux i grabbed Augment of death, and the reason why is for her crazy range i needed that extra damage on my lazer's when i hit her from a safe distance. Early harass is nearly impossible seeing how she killed me twice in a row for my carelessness. Shortly after level 6 I watched for her spells, once I saw the stun and slow go out i flashed in popped (in this order) power transfer, death ray, and chaos storm than place the tip of my gravity field under her and the rest of it closer to her tower so i had max use of it following she got stunned and the storm finished her. I did the same thing about 3 more times before roaming but eventually had her so behind we won the game. Rating her on a scale she is medium, you just need to watch for that early harass from her and then find just the right time to strike and take it, ultimate preferred.
Appreciate the help, and yes, you make sense... Except most luxs I see suck. So I will fix the list lol =3
