To be honest, I'd suggest the following as a basic on-hit tanky-ish Teemo build:
Boots
Potions
Phage
Upgraded boots
Chain Vest
Wit's End
Frozen Mallet
Defensive item
With the other items being situational tanky to tanky deeps stuff. The Bloodrazor is an almost never item, BT is an almost never item. Wriggle's is nice if you need early sustain in lane, but otherwise skip it. None of the above is set in stone, either; you should always be building what you need rather than following a pre-set build path.

-2 damage per hit won't do much if you get hit 10 times and are dead. Congrats, you've removed 20 damage, but still take 680 (assuming 100 per hit). For every 100 hits, you take 200 less damage. Most of those will be minion hits (I'm assuming, you'd be dead if it's champions), so the -2 per every hit of 10 won't do much, and you'll still take nearly full damage from champions.
Considering natural regen and the normal builds of top laners (in your vid's situations), plus the fact that many builds are tankier and give sutain, as well as the fact that to get

you are probably going x/21/x, -2 damage per minion hit isn't much. The extra 2 health you lose from not having
Indomitable
is made up for in literally a matter of micro seconds.
