Because they're not going to give you free skill points and armour just so you can play in WvWvW. If they did then what would be the point in leveling or completing skill challenges? At least I would just spend all day on WvWvW.
Also, there are 4 types of npcs. critters, friendly, neutral and hostile. By passive I meant neutral, the ones that don't attack.

do they accrue xp over time, as wraiths and wolves gain some extra gold the longer the camps sit there?
also I assume your elite skills, etc. carry onto pvp/wvw, right?
Which would kinda give higher levels a distinct advantage :c

and how is that obvious? I thought when you auto level to 80, you would get the benefits of leveling to 80, it would make sense o-o
