Sion is a strong mid that is often disregarded because nowadays everybody thinks AD Sion is soooo OP, so AP Sion must be bad now. He used to be somewhat popular. Moving on to what makes the guide and build bad.
First off, your intro is dumb (see above).
Your build is pretty gross. RoA and Rylai's have no place on Sion. His W and E make him tanky enough, he needs no extra health. For mana, get a Sheen. You should be building Lich Bane anyway. Nashor's Tooth is borderline trolling. The worst part is in the reasoning, when you say Sion is fairly weak early-mid game...

AP Sion has a HUGE advantage throughout early and mid game. It's late game where he drops off, especially when you don't buy DFG or Lich Bane. In your dumb intro you said you got first blood. Weak champ gets first blood 1v1? Makes no sense.
Your default summoner picks are ok. Your reasoning is not. You want to get back to mid in a hurry? You just wasted your teleport. Here's a better idea, KILL or FORCE OUT your lane opponent, THEN go back. You should be saving teleport to save your teammates when they mess up and need a big manly Sion to save them. Ignite IS a solid choice on Sion, despite your self-contradicting reasoning. Ghost, sure, exhaust NO NO NO WHY. You have ghost to catch up/gank an enemy (opening with stun of course). Exhaust does what for you at this point? You shouldn't be in a position that you'd need to use it. Ever. EVER. Even as a supporting role, you would be exhausting the enemy adc, right? Instead of wasting a whole summoner spell pick just for that, how about you just DFG + Q + W + Lich Bane him? He's beyond exhausted at that point. He's dead. Only way he's not dead is if he gets healed, which exhaust won't help you with. No, for that you need your buddy IGNITE.
Surge is not a viable pick, don't be silly. It's getting removed anyway.
And please, for the love of god, remove that "pro" tip. You just wasted your flash, got ganked by Lee Sin, and died.
SKILL SEQUENCING
This is enlightening. Not about how to play AP Sion, but about why you feel the need to get Catalyst early (or at all). Start with W, not E. What do you think you are, AD Sion? Starting with W makes you scary from the start. You can take hits and then just blast. Don't get ult at level 6, it's not worth it. Unless you're messing up so bad that you need the lifesteal. But still no. BAD. You should be getting your skills in the order of usefulness: WQWEWQWQWQQRREEREE.
You MUST NOT Rush RoA! It is a stupid waste of gold on Sion!
Ok, I'm just going to stop here. I'm 99% sure you only play blind pick. You contradict your own reasoning at least twice in this guide. Definitely downvoted.
Your explanation why you dont take Deathfire Grasp is extremely ignorant and demonstrate once again a lack of experience and knowledge of the game and what AP mids are here for
You dont realize that your E+your ap is all you need to be beefy and scary.
With your build you are stuck with a useless Sion without much Ap or dmg and become a simple meat shield that everyone can ignore and kite easily.
You waste all your potential of lane bully. Honestly quite a bad build and extremely ignorant comprehension of your role as Ap mid.
Your runes are still pretty bad

Downvoted for these reasons:
1. no mobility boots
2. no ignite (you lose 50% of your kill potential)
3. no deathfire grasp
4. no lich bane
5. RoA and rylais and nashors is awful on sion
6. you don't get stun at level 1. How can you invade or leash blue without stun? get enrage at level 4 and leave it at level 1.
7. Possibly worst of all, you get your ultimate at level 6. Sion's ultimate is almost completely useless for ap sion. Don't get your ultimate until you absolutely have to (level 12?) You have to rank shield and stun at every available opportunity to maximize your burst.
8. Sion scales extremely well off of resistances, not health. The higher your resistances, the more effective health your shield gives you. Consider throwing in a GA last.
This build is 1000% not viable. Mob boots, kage's lucky pick, 2 dorans rings, DFG, Rabadons, Lich bane, GA, void staff, is about the only way to build sion.
Not taking the point in Runic Affinity for when you get blue?
Can take 3 points in Brute Force and 1 point in Summoner's Wrath to last hit better. In addition, you'll get more AP when you use Ignite.
Consider stacking Doran's Rings early game as well. Makes mana and hp less of a problem and it's inexpensive to do so.
Build is just plain wasting potential. Sion is meant to be a lane bully that you can't counter-push.
With this build all you become is a meatshield with little to no magic damage.
Nashor's is a horrible item, even more so because you're playing AP.
Rylai's is redundant. Only good for catching enemies off guard. Void staff way too late as well.
Also maybe don't make comments a requirement for upvotes, or you'll likely end up getting fewer.
