These two things are really at odds with each other. For balance reasons, Riot does not make champions that are both awesome in lane and awesome late game. You have to pick one or the other.
What you might like is a lane bully with really good laning. While you don't necessarily have the best late game as a lane bully, you can dominate your lane so hard that your opponent never gets past their early game and you get to your late game items before most other people do. If you haven't tried

Baka pretty much hit the nail on the head. If you have a champ that owns lane AND late game, no one would play anything else top. Ever. Still think your best shot is
Jax, but all of baka's other given options are really good as well. But i have do disagree (slightly) with the "best
Kayle is an AD kayle". On-hit kayles are scary as ****.

Tryndamere can be a badass as far as your requirements go,
build him right, and use advanced levels of pwnage.
Nah serously thou depending on whom your facing diffrent levels of skill and knowledge will be needed in order to use Tryndamere effectively.
Generally speaking gank early and snowball for the win. Is probably to most used tactic. However other tactics have been known to work as well back dooring being my favortie since it fits my play style well.
Which involves defensively farming up mass gold and suddenly having a full inventory of Legendary items . Surprises the heck out of over confident individuals who think their unkillable.
