Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

as someone who jungles quite a lot I find it hard to blame it on the jungler if it's not actually their fault...

Just some humor since i jungle a lot too :D
I find myself doing ADC good unless theres INSANE LAGG or i go full rutard and feed or my support isnt helping but i can CS well :)
