I think
Udyr would be one of the strongest laners in the game.
Wilding Claw deals tons of damage. Of course, you wouldn't have
Blazing Stampede and
Iron Mantle, but who needs them if you can just hit the enemy.

Also, maoki's saplings would almost one shot you lol. Highest base damage skill in the game iirc.

Definitely Warwick.
A normal champion's spell damage each level increases by 30-40. If at level 5 their spell does 230 damage, you need to do more than 230 damage to out-trade them.
But Warwick's special. Warwick's damage increases by 50 each level, which is already more than most champions'... and it also heals him more each level.
At level 5 his Q does 275 damage, and heals him by 80% of that damage, which is 220. He deals 275 damage to you, and increases his own HP by 220.
GOOD LUCK FINDING A SPELL THAT DEALS 495 DAMAGE WHEN MAXED.
Because that's the amount of damage you need to do to out-trade him.
But tbh, Warwick's extremely held back by the massive mana cost on his Q. None of his kit other than his ult actually helps him in-lane, and his Q's mana cost is so big that if at level 9 you use your Q repeatedly on an afk enemy, you'll go OOM before they even die. In a realistic scenario, you usually dominate the lane like a boss, then go OOM before gaining any large advantage of your enemy and become completely useless.

First thing that came to my mind was
Sona. She'd win against sustain or poke lanes outright with this.
Either that, or
Evelynn.
Hate Spikes after
Agony's Embrace would probably hurt like hell.

Either that, or
