Silver bolts wouldn't work if it wasn't blocked. It was just make Vayne's W useless with that item. If you get two silver bolt stacks on something, then attack another target, the stacks on the first target disappear. That means with Runaan's Hurricane you would just put one ring on three people over and over and nothing would happen.
