Which Sion?
AD Sion is still OP, when you have your ultimate, you can win a pretty much all 1v1 battles and sometimes even 1v2.
If you farm well you also have a very nice amount of health.
If I play 3v3 matches, I pick Sion a lot of times, because he can carry TT so hard.
The reason why he is played so little, is because he is pretty boring to play :P
AP Sion is also strong, but like you said: 1 burst and it's over. That is why I play AP Sion always a bit tanky, so he deals nice burst AND he can tank for your team, especially if you farmed well :P.
Jungle Sion is okay, but he is stronger in lane due to the farm Sion needs.
Hybrid Sion is something I didn't see yet and I never expect it to see :P.
I myself believe AD sion is the way to go. It is definately the strongest of them all.

i've just played a game in mid with annie ... their jungler was Sion and he managed to kill me in the early game.
By late game he was full feeded with 15 kill, but i was still able to kill him whenever i want...just ignite stun dfg and gg
I find him too based on his ulti, easy counterable by ignite and other item that negate healing.

How to actually play Sion? In normal games. He kinda sucks, though.
He has natural health increase, so buy some armor and some MR, get a Bloodthirster and be useful in teamfights, instead of a bloody glass cannon.
The only possible way i see Sion being useful is as AD bruiser top, buying some lifesteal, defense and attack speed to HEAL HIS TEAM. He is too easily kited, cannot take down a carry on his own if the carry has half a brain, and is best used as healing-utility.

AD Sion is very viable, since a lot of people (like you) underestemate him :P
When he puts his ult on in a teamfight without ppl reducing his healing = gg
Though AD Sion is more of a 3v3 champ imo
AP is also very viable, but just a bit dull and more of a tank than a damage dealer.

Lane AD Sion, mainly top lane, deals a high amount of damage with his auto attacks. He can really hurt meele enemies.
Lane AP Sion, mainly mid lane, known for OPness before nerfs. But he only can burst 1 time and then it is over.
Jungle AD Sion, good clear speed with right runes, great ganks with hard cc and high damage. Only, the jungle doesn't offer him enough farm for E and gold.
Hybrid Sion, idk, just an idea.
