I lately don't buy armor anymore, just because of the fact that it gets penetrated anyway. Why waste so much gold into armor you don't have anyway. I just stack HP with Frozen Mallet and Runic Bulwark (cuz Sion is here to help the team).
For runes and masteries I go AS marks, AS seals, AS glyphs, AS quinst. Sounds crazy yes, but it allows me the jungle to clear at 3:45, which is rather fast. And I don't get low in the jungle because of Feel No Pain and Death's Caress. And, Sion's gank, if used well, are a nightmore for any enemy. Of course, wards can hinder him, but a 1.5 second stun and high damage output is something to worry about. Even more brutal are ganks through the bushes at top and bot.
Buildwise, I start with Hunter's Machete, then Mobility Boots cuz every jungler needs them, then Wriggle's Lantern. As first core item comes Frozen Mallet, which makes, if you can still gank, even more painfull. You Flash or die. Next, we need Attack Speed or movement speed, you can choose between Phantom Dancer, Trinity Force and Statikk Shiv, but I would normally get Phantom Dancer simply because Trinity Force costs way to much gold and Statikk Shiv is only really usefull at high crit chance level. After that, the build will be more or less situational. You can go either Infinity Edge for straight damage, Runic Bulwark for defense for your team, Guardian Angel for personal defense. If you got Runic Bulwark and Infinity Edge, Atma's Impaler is a nice choise aswell. For boots later in the game replace them with Mercury's Treads.

AD Sion is very viable, since a lot of people (like you) underestemate him :P
When he puts his ult on in a teamfight without ppl reducing his healing = gg
Though AD Sion is more of a 3v3 champ imo
AP is also very viable, but just a bit dull and more of a tank than a damage dealer.
