Tbh I don't think anything is normal at 60 minutes. If you're teamfighting nonstop for the last 20, you probably aren't going to have that much CS. If you're holding your nexus for the last 20 minutes, you'll probably have a ton of CS (same with split-pushing). It really depends on what happens late game.

I find cait's job is poke the **** out of the enemy laner and with the help of an aggressive support get early kills. Unless if she gets fed to the point of obesity or has like over 9000 farm her abilities don't do much late game, with out any form of AA steroid aside from her passive her damage takes a serious hit. Yes Cait can just sit around and farm but I feel that she does a better job of shut down the enemy adc with her high early damage, especially against champions like Vayne who can't effectively retaliate her poke.
I'm still confused as to why you think farming and harassment are mutually exclusive.
Also steroids are what give AD carries strong mid-game presence since they can rely on a few levels rather than their full item builds which they don't have yet. Cait's lack of steroids and strong combat abilities is what weakens her mid-game. Her late game is exceptional, as is the late game of pretty much every AD carry. You can still abuse her ridiculous range at level 18.

Admittibly I don't play much Caitlyn so whatever, I'll give that one to you.
Sure caitlyn doesn't have late game problems of a garen, she, for the most part won't be spitting out damage like a Kog.
I more mean to say that in general champions that focus more on harassment won't have the most glamourous cs, I'm not saying they're going to always get trash CS, your just not going to be getting 300 cs at 24 minutes.

Dude, in the inhouse, Xaioli had almost 500 CS by the hour mark, I don't know how, he's just that pro, but he NEEDED the CS, to either fill BTS, or buy stuff/
500 cs by 60 minutes isn't spectacular. That's fairly normal.
