The guide is now for the most part complete and your concerns and suggestions have been met ill try and post more game results later on.

My apologies on runes they're dated and I didn't change them. It should be greater defense seals and crit strike glyphs. As for the matters of my lack of flash and boots of swiftness; I find flash unessisary due to decoy. If you don't like boots of swiftness then I suggest you swap them out for merc grieves.
Finally my explination for high armor pen; in my experience I often encounter heavy opposition from the tank and top laner through thorn mail and other defense items scattered about the team. Secondly I find it incredibly important to maximize the damage saturation of your abilities with kong hopefully making short work of your opponent.
In closing I recommend actually trying my build and not assuming the outcome of a fight I've spent considerable time with this character and I'm a very familiar with how he works.

Wouldn't call myself pro, but absolutely right. This is a walking kill me sign type wukong.
Maybe it can KS if lucky enough or playing vs noobs.

This Wukong would die so easily. In late games it would be useless in teamfights. He needs some defense.

Some pro correct me if I'm wrong.

Bad runes, bad mastery and bad items... you didn't catch the character (probably this kind of build only works on noobs and bots)

Runes
First of all Wukong has a built in Last Whisper in his Crushing Blow, you don't need flat ArP runes at all (they kind of lame since the nerf too).

Greater Seal of Attack Speed, are you serious, seals have the worst attack speed in them, aswell as Greater Glyph of Healthhas the worst HP in it. As a melee character (especially since you called him offtank) needs Greater Seal of Armor and Greater Glyph of Magic Resist/ Greater Glyph of Scaling Magic Resist. Otherwise you waste rune slots.

Masteries
You took Frenzy and Lethality and you have 25% crit rate, even that only from your last item, tell me how that benefits you. There are barely any in offense tree that really goes well with wukong, and those are deep, but the rest is wasted. Simply you should go 9/21/0 it blends with him more, yours is a lot of wasted mastery points.

Items
Boots of Swiftness is a very rarely used boot for a reason, very few character need it, becouse they either have high mobility, other MS item, chasing skill or simply benefit more from other boots, Wukong has chasing move and usually he even has Greater Quintessence of Movement Speed and other MS increasing stuff.

About Last Whisper... maths... if you decreased the enemy's armor by 35% from Crushing Blow and 25% from Black Cleaver how much effect will %ArP have? Yea pretty low... waste again.

Infinity Edge... at this point I'm asking myself why did I read this whole stuff, you barely have any crit chance, you have low AD for high crit dmg... seriously did you think this through? Have you even played vs decent players? Are you even lvl 30?

This build totally lacks sustain and only has mediocre damage capabilities with lots of wasted stuff. The guide itself has little to no information about the champion and how to play it.
