Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

It's annoying becaue of the specific value involved. They changed it from being one of the higher attack speeds in the game to THE lowest along with Graves. Every time I play Graves his slow*** autoattacks annoy me in lane and make me miss several cs.
