Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

i havnt seen taric in a long time but hes been known as a very save pick
janna has never been that amazing imo other than her ult but only if you can use it correctly
honestly ive seen more blitz and leona than i have taric and his passive is sorta eh because of the armor pen being easy to get but hes still good

VS Taric you go for the ones who can stop engagements, Alistar, Zyra or Nunu for example. Taric has been and still is a really good pick with aggressive ADs (MF, Graves, Draven)
Janna VS champions with strong scary engagements like Leona, Alistar or Blitzcrank. Janna is still good, just outshined by the other supports. Would still play in ranked though.

Also playing pokey magic damage supports vs taric is good. If you can poke him down low enough so he can't go all in you pretty much make him useless. Lulu is great for this especially since her ult can also prevent your AD from dying to his lvl 6 combo / all ins. Sona is also good but you need to be much more careful with her since she has to get closer to harass and is super squishy with no escapes / cc besides her ult.
Janna is good for team comps where you want to focus on late game or teamfighting power. Janna's one of the supports that scales best into late game because of her great teamfighting capabilities. As MissMaw pointed out she's also good at stopping engagements bot lane. She can just Q Leona / Taric when they try to engage or they go all in R to prevent a kill. You need to be careful playing her against sustain / poke lanes though since she is not very good against those.

Janna Is a very high skill cap champion vs the likes of Leona, and to a lesser extent [alistar, since Howling Gale will interrupt/override Zenith Blade Headbutt if cast correctly.One of the best disengages in the game,
But due to a lot of games being centered around BLOWSTUFFUP as opposed to staying safe and playing smart, she's just not taken as much. Squishy, offers good disengage and protection options for the carry.
Taric is probably the new Soraka of season 1.PAssive armour aura, point and click stun, aura ultimate.
Not a lot that can go wrong with that kit by just pressing a button or two and running around. I.e, safe/easy pick for the OMGIDUNSUPPORT types.
For those who know him better, it's also nice to murder lanes with.
What with the all-ad team comps that are now viable, that armour aura does come into its own on both sides of the coin.

also it's basically impossible to gank a lane with Janna in it if you're warding well...her Q is kind of a gank ruiner.
Taric is just really good and has been getting ignored. As said, Lulu counters him quite well. Kayle does too actually (assuming you actually know how to play Kayle as a support), because she can shred away Taric's (and his carry's) armor and use her ult to block the bursty damage on her carry.

Taric just dominates in offensive gameplay and is a good combination to the strongest AD carries out there,

Janna is good but you have to really be careful with her and have a good team composition. She works well with more melee oriented champions and really good with tanks. It may just be me but I think she seems to work really well with Cho'Gath especially if you are looking to feed him.Her range is really good, her slow is more helpful than it seems as well as her Ulti pushback during critical moments. I haven't used her as much lately because I rarely get the right composition to use her in.
