Both-ish I guess. I've also seen a team using her as a jungler recently but it seemed pretty underwelming.
I don't know exactly what support Leona builds these days since I never play the role but I'm pretty sure you want to go for
Ruby Sightstone. There's also Locket of the Iron Solari and Aegis of the Legion which are never a bad idea to have. Ask Maw or Mowen. :P

Big fan of Leona here.
For your build, take a Rejuv Bead + 2 Sight Wards + 1 Pink and 2 pots. Pink allows for easy counterwarding. If you think that in low elo people dont buy wards, then just take another pot and a sight ward instead of pink. Rush a Sighstone if their jungler is very gank heavy or if you are winning your lane. Otherwise, get a philo before your sightstone. After Sightstone, it is your choice to either get the hp regen item that builds into an Aegis or get a Ruby Sightstone. Get Dorans Shield whenever you think so if you need the hp and the regen.
After this, you can either get an Aegis or a Locket depending on if the other team has alot of poke (Aegis) or they are hard engage (Locket). After this, get a Shureliyas or you could finish your Aegis. If possible, try to tell your jungler to get either one of the 3 between Shureliya, Locket or Aegis. It helps out alot since you generally wont have enough money to buy all of them.
Get boots whenever you have the money to do so. If the game goes really late, get a Randuins Omen.
Never forget to buy wards and always keep an Oracle after the 30 minute mark to constantly deny the opposing team vision. In lane, remember that if you can sacrifice yourself to protect your adc, never hesitate to do so. Always keep track of where the enemy wards are while in lane and time them so that your jungler can gank easily.

If you go with Leona though, you have to have good coordination with your ADC because you'll be jumping into your enemies most of the time and if he doesn't help you/come, well, it can hurt. And you kind of have to be aggressive with your lane partner because you can't really do much else then jump into them with your combo and either get a kill or two with your ADC or get them low for the next time, because you don't have any ranged harass and you don't offer any sustain for your partner. She's viable, but you need to play aggressive a lot and have coordination with your ADC. The guys covered how to build her.

She's definitely viable in ranked, I'd consider her a top tier support.
Generally I'd start with 3 sight wards a vision ward, 4 health pots and a mana pot, along with explorer and biscuit, but there's also a lot of different ways to start (cloth, rej bead). After that you'd go for sightstone > philo > kindle > boots. Up boots into tabi's (generaly), merc's (high magic damage enemy team/ heavy on cc)or mobility boots (roaming). After which any of Solari, Shurelyas or Aegis, along with an upgraded sightstone into ruby sightstone. Finishing the build with Randuins or something similar. Oracles is good anytime after the 30 minute mark.
Communication with your ADC is really important. Ping before you go in or tell him you're about to if you are. It's better to have a premade carry you have some synergy with though.

Leona is great for forced early dominence with a carry that can back her up like Graves, Draven or even Varus. She's also always amazing team fight wise on AoE comp. However, I'd suggest duoing with your AD carry, and not going with a random, as they have a bad tendency to not follow you into battle.
