
Well technically speaking, it is viable, but people use the word viable for the wrong thing.
Since viable literally means "Able to be done, possible", AP Janna would be viable in game.
What the overal community means with viable is that it works well with a low dependant on the current situation in game at a challenging level.
I am afraid I cannot think of a word that fits that description, so we will keep using the word viable.
But it is technically wrong!

I'm Silver IV, not that high, but what I mean by viable, is actually that she is competitive in her lane, that she does her job well, so to speak. That she works well as the role she plays in the lane she plays, also taking into consideration other champions' strengths.
There's no way I would play like AD Heimerdinger. Why? Because he doesn't scale with AD, and has a low base AD. It makes no theoretical sense that you should be able to dominate with him assuming both players are of equal skill. But AP Janna scales, and scales quite well actually. She has no 1 combo kill abilities, but she has CC, shield, and a big team heal.

Viable means the following:
Urban Dictionary:
capable of being done with means at hand and circumstances as they are.
or
capable of being done in a practical and useful way
Wikipedia:
Able to live on its own (as for a newborn.)
Able to be done, possible.
In (biology), able to live and develop.
Here's the thing you see. This defition suggests jungle leblanc is viable.
Is it?
The definition of terms depend on what people believe it to be. Most people believe the word viable means "working in the highest levels of gameplay".
Now back on topic. Does AP Janna function well like that? Sure she does.
But posting evidences of you playing her doesn't change her status in viability at all.
I can play AD malzahar and give you a match history like that too if you want.
Or AD Soraka, AD Lulu, etc.
tl;dr: match histories don't change a champ's viability. what changes it is the champ's ability to do well in the highest levels of play.
