His passive reminds me of a Tryndamre ult, but dependent on how many abilities you have used. So basically, build CDR and spam things I guess. Best guess

The ulitimate support, it can't feed, it can't take kills from the carries, and all of its abilities revolve around helping your team or detracting from the other team.

Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

Yea a cooldown on the actual effect on lethal damage makes sense
