Having a only-high-elo-can-post forum would be soooo weird especially if everyone can see it lol. People would make threads in general discussion ''why did X high elo player say that in the high elo forum'' or ''lol this high elo player is so bad he said that X''.
Idk, having a high elo only discussion would truly be interesting and probably very helpful but awkward imo xD

To cover the topic itself, I wouldnt be against it but I don't really see why it would be that necessary. Also, I doubt it being used a lot in the end.

1) Creates an incentive for people to work harder to get higher elo
2) Creates a section for serious and more competitive questions and discussions as well as team searching, etc.
3) Doesn't isolate the rest of the community
It's simple, has no harm, and is beneficial.
