I've tried it on Talon though, and I don't like it. 9/21/0 promotes staying on the lane longer because it will take longer to push you off the lane and you won't be able to push THEM off the lane as effectively either. But Talon's mana costs can't cover him staying in lane for a long time without a blue buff until around level 9, and by then usually you're past the stage where you'd want 9/21/0 masteries.
With Talon, you go ham or you go home. ;P
Or you could try building a tankier Talon, then at least his masteries would scale with his items, but you'd still have the issue of the bad early game because your mana costs are higher than your damage.
Then again you use Flask and I don't, so mana wouldn't be that big an issue. Try it out if you like, but I'm betting it won't be as effective as on Zed.

By level 13 E max probably already out-damages Q max in a straight-forward burst, but I still prefer maxing Q anyway for the extremely short cooldown which can imitiate DPS in a way, by constantly resetting your AA animation. It's also stronger at dragoning, baroning, tower breaking, etc. The extremely short cooldown on E you get from maxing it is amazing though, and that makes it extremely viable too. I just prefer the pros of Q max.
I haven't forgotten about your 9/21 Kassadin. :'( Dunno why you go 9/21 on Fizz though. When I play Fizz I don't even build a single HP item apart from Doran's Ring. I just rely on Zhonya's and E for survivability, in other words, not taking damage. I can see why it would be strong on Diana though.
With Talon, I think dropping your damage output puts you at risk of your mana bar going down faster than their HP bar, which is bad. Even if you're winning trades until that point, if you go OOM you're useless. I assume you do build some HP in your build though, whereas nowadays I'm just rolling full glass cannon with not even a Black Cleaver, so my Talon would scale horribly with 9/21 masteries.

Both sequences would be viable. I mainly choose defence over offence because it scales well, offers better masteries and secures early-game easier. Also offers new options in item building, for example

I wasn't literally carried, I actually played quite decently, just most of our team-fights went very badly and I didn't have much of a chance to score kills. I crushed Malphite in lane, but I couldn't get fed off him because 24/7 he was just letting me zone him from minions, so I ended laning phase with like 70 more CS than him, but 2 or 3 deaths from Lee ganks.
In the end when we managed to kill 4 of them, I made the call which finally ended the game. I pinged everyone away from the 30% HP Lee that was running away from us towards our base and spammed END in the chat while running to their inhibitor. We destroyed the inhibitor and I spam pinged their nexus towers, then I tanked the first nexus tower for a bit before letting Udyr tank it, we destroyed both towers, and we won.
Anyway it seems my MMR IS finally fixed, and I'm near my promotionals. Let's see if I can reach Diamond before the season ends.
