No, obviously you should balance it out. But there will be a big stack of minions if your lane is getting pushed once in a while. At that point you just head down to the lane because you have to defend it for a while and push it out for as far as you can, while not overextending. That way you can get a huge chunck of CS in a short while.
If there's one thing in this game I absolutely despise, it's when some ******* walks up to a huge minion wave during mid game in my bot lane which is perfectly prepared for freezing and in no danger of dying to the tower before I get there and then completely ruins it, pushes it clear to the other side of the map and gives a swing of like 50 cs to the enemy AD.

as the mid laner that's carrying you idgaf about your freezing I'm taking that minion wave because while you have been last hitting all game I'm down in farm from having to roam all game
