Kat has pretty good counters to Akali, her Q can find here even when stealthed and her W adn R are AoE so she will be hit if she's in that area.
Akali also has a bad early game. most of her trades rely on hitting you with her Q adn gettign the Mark damage off of it.
Otherwise you need to out roam her and zone her out early.

Buy a
Vision Ward to spot her in her
Twilight Shroud. I would build MR as well so you do not get bursted down at level 6.

As a pretty decent akali player heres what shuts me down
1. Shoving me to tower, if you have no gold you cant kill anything, also prevent roam.
2. Constant Jungle pressure, If i cant all in some one safely im useless
3. Pink wards, makes it almost impossible for me to do much, considering my shroud is basically a 10 amr and mr boost.
4. People who grab a
Negatron Cloak early. Makes me cry, even when i hit 6 im still screwed
I wouldnt say that
Katarina is much of a counter, both have a really weak early game and akali's 6 just puts her in a horrible spot, blow your ult and she dashes to a minion

lol akali is so easy to counter just buy orac...oh right
well a pink ward in the middle of your lane works but she can clear it easy, i would suggest going red trinket against her and try to upgrade it as soon as you hit 9 for the oracle effect it gives

With the new pink ward I think that's more of a waste of money than a viable counter, Jungle ganks can be more of a gamble than anything, especially past six, so make sure your jungler is one of the top tier junglers like a vi or elise if that's what you're hoping will save you. Akali can pull some crazy **** you know. And if you intend on building an abyssal then a negatron is great as long as you're someone who can do well without items, otherwise when she buys a haunting guise you'll still be in a pickle since you'll have less damage than you normally would, and will still probably get melted by her.
But shoving her to tower is great, because most people can't farm under tower, and she can't engage on you if she's under tower, because she'd take a lot of creep damage, and her tower would take damage. Just make sure to ward.
If you want to counter her then try gragas or talon. I'm too tired to think of why they counter her right now, I just know when I used to play her as my main they were the most annoying to deal with.
I haven't played her for a while I'm just going of what used to work back when I did. If any of what I said is wrong I'm sure someone will correct me in a very rude, and most likely outright insulting way so don't worry. The only thing that gets more attention from people with good advice than people asking for help is people being wrong.

Pinks are still a really good strategy to deal with her in 1v1, just place it when you're in the middle of a fight so she cant stealth to reset her cooldowns. In teamfights this is even more effective.
If you don't want to spend money on pinks cause they can be destroyed easily, your best shot is to push and poke really hard pre-6, try to get a kill or a big cs advantage and invest it into some durability so she cannot 1-shot you with her base damage at 6.
As far as I know, reliable poke and burst (annie?) can shut her down. Ahri should be a relatively safe pick as well, but not really a counter. Bruisers like riven could destroy her as well.

As for general strategies, they've been covered: shove lanes, buy pinks,

You cannot let
Akali snowball. If that's done,
Akali's one of the easiest matchups ever.
Akali is hard to deal with after 6 if you are unfamiliar with her, but as long as you keep shoving the lane really hard and deny
Akali from roaming (you should roam too) she is a really easy opponent. If
Akali roams you should just push your wave really hard and aim to take down your midlane tower asap. Once you get an item advantage over her she probably would lose in duels against other midlaners.
