you should also think about chain vest or negatron cloak depending on your needs after t1 boots. get SV before iceborn gauntlet to max out your cdr quickly.

as Ryze your goal is not get a kill early game, just farm. trade Early game for mid/late!

Well in order to be able to trade he needs a damage boost that matches Ring which, to him, is Crystal. Against champions who avoid trading through long range or high waveclear however, you can't really do it. Not that you'd wanna play ryze against them anyway.

I do like the direction of the build, and most of the masteries, but I would like to give some suggestions.
Instead of two ROAS and a seraphs, I'd prefer getting one roa, but build the Tear into Manamune/Muramana. Here's why:
Ryze's AP ratios ain't that great, so the mana scaling is important on ryze. But what happens when you unload QRWEQ? Muramana helps with that. Now your autos do damage! Not only that, but toggle passive allows you to do more auto damage based on your current mana, dealing upwards of 400 att. Don't worry, instead of getting a second roa, you can get another tear (after stacking Muramana, of course) to get seraphs.
Which leads me to masteries. Instead of more points into extra ap% (reason already stated above), with Muramana, try going for spell weaving and blade weaving! Both will stack up as you auto and spam spells like the Russian Ryze is!
Just food for thought.
EDIT: also, may I suggest iceborn as a replacement for frozen heart (assuming the adc isn't fed)? You get 10% cd from q to make the full 40% cd, as well as 500 mana, aa proc, and a good amount of armour.
