That's pretty much it. I think resourceless champions are really strong in general right now, but not because of their lack of resource, more because they all seem to have amazing kits. ( And their lack of resource adds to it )
Warwick's late-game is pretty good, it's really hard to kill him with the new masteries, much like Mundo. I've been playing quite a bit of jungle WW this season, and I've been able to do some stupid stuff late-game like 1v3 tower-dives and walking away alive, without even being insanely fed. There's also the fact that his W adds like ~5000 gold worth of stats to his team, which is incredibly useful late-game.
It's never about the state of the game: Early, Mid, or Late. Doesn't matter. As long as you know what your champ does and what their champ does, you should be fine. You may need to be more passive and poke and prod some, while going full ham on others to keep up with them.
Just play your
Morellonomicon
Nunu & Willump and have fun with your enemy. If you don't need it, you can get
Banner of Command aswell on him, works really well together with
Blood Boil.
Promote for victory.

Executioner's Calling will get some changes, lets see what happens.

Nunu doesn't do anything in team fights, even if he manages to channel ult and get a kill what is is going to do with only one damage spell after?
Also: Rengar is seeing more play in top too, tank and burst assassin still strong.

Soak up damage, slow and damage a single target, potentially slow and heavily damage everybody and their mother, freaking

Renekton, Nasus, Rengar, Shen all do a better job of doing consistent damage and soaking up damage.
the thing is there are reasons to ignore nunu because he doesnt do consistent damage like other damage soakers like mundo/nasus/renek, his ult is easy to interrupt causing it to not do max damage and after that there isnt really a reason to pay attention to a nunu, unlike someone like mundo doing constant AoE damage with W, getting a huge AD steroid with E, and an MS boost from R
nunu is "useless" in teamfights to the point where you can ignore him after he uses his ult because consume doesnt help in teamfights(other than maybe taking 1k hp out of a tibbers) and he should have his adc bloodboiled before he goes in to ult, and snowball is single target and only does decent damage if hes building ap, and if he is then hes not much of a damage soak

Shyvana isn't as strong early game and mundo isn't either. Both champions need to scale some levels before they can really do anything.
Since the top lane meta is all about being tanky, mana becomes a huge restriction. People cannot burst each other in no-time which means you'll need to be able to stay in lane for a extended period of time. If you have mana issues, that is going to be a real problem.
She isn't as strong now because they nerfed the base damage on her W and E, but she was one of the strongest because she was extremely difficult to trade with
I think mundo is more of a response to the defensive mastery tree being extremely overtuned for him, rather than an issue of resourcelessness
