also her old passive was too strong combined with her healing/shield, i do prefer her old tether though since it slowed and actually reached longer than what the target indicator said

Riot's rework process (In a nutshell):
Step 1. Admit a champion sucks/is toxic. Let's use
Heimerdinger as an example.
Step 2. Give said champion small buffs and prepare it for a rework.
Step 3. Give said champion the rework.

you do have to admit that his ult turret is too ****ing strong right now and the fact that you cant really gank him unless the mid laner constantly clears his turrets and even then post 6 he can just ult turret and if you as a jungler dont have smite up then failed gank

And when you buff a lot of weaker top laners ie (Garen, Teemo) instead of nerfing the bad ones that's still going to make the current FotM champs seem **** in comparison.
