(SEA Server) was running a rent-a-skin store a while back, which was simply testing. A skin was like 3000IP to 1000IP, depending on the price in RP. So it was like renting a skin for a week... still, selling skin with IP is impossible. They need profit
Unlike everyone else here, I can actually see this happen. However, I think they would be totally new skins, probably around 2 for over 10,000 IP each. Riot already knows they need more IP sinks in the game so I could see them adding a few skins that could be purchased with IP, but they will never add IP prices to all skins. Personally I would rather them see adding skins for achievements, such as 100 ranked wins with Nidalee unlocks X Nidalee skin
