Thanks for your input, I experimented a bit with this build and reconsidered the items. Both are core items now. This build is doing a lot more damage now.
I just want to ask one think though;

I'm not sure if I can win against you at all (with any champion) because you're playing in diamond and I don't think I can beat diamond players, however like I said I play it just for fun and maybe I will learn something new. Count me in.
40 armor doesn't make you tanky, you always need a balance between health and resistances before you'll be any tanky. That means you're actually spending 1.7k before you're only reasonably tanky (but just as tanky as a 'real' tank with good base stats).
You're saying "at level 18 blablabla" but you're completely discounting the time it actually takes you go get level 18 -> the first 30-40 minutes of the game. Nor are you taking resistances / additional items / lifesteal into account. Mid game (which is defined as level 9-13) your full combo rotation won't deal more than 700 damage, and only 400-500 after resistances. And that is only if you actually get in range to the enemy ADC (annie only has one long-range spell so you're gonna get kited to death if you don't have flash).
If you dare, 1v1 me and I'll show you why A) Annie cannot handle the top lane and B) why your runes suck balls. If you actually manage to beat me fair and square, I'll remove my vote.
@Vynertje: You're squishy before you have 720 gold to buy a tanky item and you don't use
You don't even need a gap closer with Tank Annie because you can just run under their tower with your team and AoE Stun. You can stun for 1.75 secounds every 7.4 secounds, if the enemy team doesn't focus you, it will easily cause the death of their ADC.
Go and calculate it, if you're level 18 and you have
Let's sum it up because apparently you don't know: Hydrid damage, a gap closer and incredible movement speed, tankyness, strong splitpush potential, relatively dominant laning phase after the first few levels and last but not least, INSANE mid game AoE damage.
Tank Annie has nothing that will actually make enemies focus you. Once you've dropped your first R-Q-W burst, your damage is done and no one gives a **** about you - you'll get ignored while your team dies. Oh and I forgot about annie's incredibly weak laning phase, especially with those runes. Once someone actually gets in range to you, there is no damage to get them off your back and you'll still be very squishy early game on. Going full tank without any early game power from runes/masteries also means you don't have the possibility to actually shut down weak lanes that easily outscale you going into late game.
@emoriam: Her scalings are very good, yes but she also have a passive stun which is one of her strengths as well and with 40% CDR you can do a lot of stuns, why not abuse that?
I talked about abusing her scalings in the way of building AP ... I give up on that, bye
@Vynertje: Tankiness comes mostly from items, masteries and runes, if you don't build tanky items with any other tanks, you die almost as quickly as Annie would with no items. If you compare her to other champs, for example: Shyvana's passive gives her 20 extra armor and magic resist, Annie's shield gives her 60 extra armor and magic resistance, which outranks Shyvana, however Shyvana has more life than Annie has. But Annie clearly has more CC than Shyvana.
How about explaining yourself a bit more instead of just saying "Tank Annie is bad, every 'normal' tank is better."?
You don't need the extra tankiness at level 1, like I said most top laners don't do enough damage and then on the other hand, Annie still does enough damage to counter them. Once you get your first item, the enemy can start crying because he or she will do zero damage. The only time I've lost my lane as Tank Annie, was when I was playing against
And even if the game only lasts 20 minutes, scaling AP runes are way, way better for Annie, because when you're level 6 (or 7), you get more AP from them.
This build is not ditching her strengths, in fact you don't need a lot AP with Annie to burst down the enemy ADC because her scaling is 80%/85%/20%/80% which is a lot. With 40% CDR you're using her ability to stun to the max and also her
Also, if Annie is supposed to be an AP Carry why do people use her as a support? Why is Lulu played as an AP Carry if she's supposed to be support? Ever seen Tank or Bruiser Lulu? Or Yorrick support? Blitzcrank/Tresh double jungle? Tresh as an AD carry? Teemo on botlane?
All these strategies can be pretty devastating if you do it correctly and you know the champs inside out. Also you need the right team composition of course, meanwhile AP Lulu is even played in High Elo.
There is no proof that there aren't top laners with decent damage because people like
Lulu isn't supposed to be support directly. Arguing with this is completely wrong because many supports can be played as AP Carries or tanks in lane or jungle. But this just proofs that you play them the way they're strong in terms of scaling and abilities supporting my opinion even more. I'm sorry.
With your AoE stuns and tower diving you're probably one of the best initators in the game, plus you usually deal enough damage to burst down most ADCs in 1vs1 as well.
