It is about key binding. There is a file called input.ini at lol/config, in which you can add this. The Rengar Y combo basically means, if you press Y, it automatically chains his 2. spell (W), 3. Spell (E) and the 3. Item ( Tiamat). That is the burst combo used by Ryan Choi to kill everyone instantly.
If Singed presses t if he sets up this, he uses invisible poison.

Could the same be done with lee sin to facilitate insec kicks? Like, place ward somewhere, and then jump to it immediately?

Try it out lol :D. I think there could be a problem with that Lee Sin's Shield is targeted, but if not, it should work. I hate Lee so I don't play him. The easiest way to do this would be, that you assign 1 leter to his W and 1 letter to his 4. item, then go into the .ini and change so both are the same.
