they're a little intense, I'd lower the opacity to maybe 30-40%. And make sure your border doesn't have them, it looks weird.
I'd remove them from the text too, but that's personal preference.
Updated Rengar sig. Changed both arms to their former look and removed the scan lines from the former arm, instead i add a black transparency gradient over the arms to focus more towards rengar's face, I also positioned the little green stars to focus Rengars face more as well. Also changed the text font and position

The red text is rather hard to read and the quality seems to be a bit bad (the image looks grainy)
Edited the post with another version, seems to fix the problem.
