Zilean and Ryze got biggest nerfs of 4.19
Ryze pretty big damage nerf easier to lane against.
Zilean no longer making all lanes out level.
Oh and singed might be good now he has a snare and more cc instead of a fling and just ran around he can maybe lock down people more for the team and he is tankier with his ult.

Is it just me or does this overall "Buff" for Sion actually ****s with his Passive...?
Old: 0,5% + 0,4%/tick, for 4000hp it's like 20 + 16/tick.
New: 2xlvl + 1,4xlvl/tick, for lvl 18 it's 36 + 25/tick.
I see that the purpose was to encourage tanky builds, but nerfing it into the ground on a flat basis while it's already lackluster is kinda idiotic.

Its a buff to jungle tank sion or tank top sion and nerf to the pure damage builds which is good i dont want sion going all damage and dieing instantly.
As I stated, I see that tank builds are now in favor, but regarding the numbers, where can you call it a buff?
If the numbers are correct and we compare Old vs New on a lvl 18 Sion with 4000Hp you'll die out like ~50% faster?
On Reddit Ppl complained about the passive being too obvious and easily cancelled out by a simple CC, that's why Riot told them they would revise it in the first place, didn't they?

Well, at level 1, you got time forever. This seems pretty unbalanced. Best approach would be to give it a higher base value of draining and then reduce the increase you get per level.
Like 2(+1 per level)+2.0(+0.5 per level)
Would result as 20+11 at level 18, equal to the percentage at 3444 HP
3+2.5 at level 1, equal to the percentage at 611 HP
Should be also noted that this goes down the longer it progresses. Like after 5 ticks, it is the same like 3000 HP at level 18.
