Sivir even became "bad". As far as I know she's still great in soloq.Eh, she's in a pretty weak state right now. She has her niches, of course, but the meta really doesn't favour her right now. Sivir's main appeal really is her pushing potential, but sadly, the meta really does favour early game dominance or incredibly late game DPS. Sivir really doesn't excel at either, so she's getting left behind in the dust right now. Additionally, you really need that ADC to be with your team in fights to be a major source of DPS, not pushing out some other lane.
Still, in solo q, anything goes. Solo q is heavily affected by competitive play, which is why she doesn't see play.
