Kog got nerfed somewhat but I think mostly the meta just shifted away from him. People generally aren't building as tanky and assassins are popular again. I don't think he was ever tier 1 in solo queue though, he's just way too vulnerable both in lane and in late game without having a co-ordinated team.
Trist got nerfed to the ground, early game is awful mid game is awful late game isn't good enough to make up for them.
Graves is just a great all-rounder, he's probably a little weaker than Corki or Lucian but he pretty much fills the same category. He's good in every phase of the game and one of the best snowball ADs too because if you get ahead in lane you just one-shot everything.

Well I still don't think Kog is ****. I'd rate him tier 2 atm (or tier 3 if you want to be harsh). He still has great potential and he is, after all, pretty safe if the team is any good.
Trist is still viable ADC despite the fact that she was nerfed. Her late game is still pretty strong and she can survive the early game to get some power.
I think you are exaggerating Graves' power. He is quite strong but has some bad matchups and troubles against some champions. Some I could think of are Lucian, Corki and maybe Ezreal atm. He's tier 2 imo :p

I can't say that I disagree with this.
Well before IE it gives you some burst and attack speed and some mobility which you won't probably notice tho at that point.
I see no reason to rush it before IE though. IE rush is just so much powerful (apart from Tristana who benefits from early Statikk Shiv more than from an early Infinity Edge (or at least did)).
