I havn't really played Ryze since the nerf(**** you morello), so I havn't tried this, but the only reason that I wouldn't get it as a first big item instead of Roa is the fact that Roa gives way more hp and mana(650 of each when fully stacked).

My point is that you should get
Void Staff whether the enemy team is stacking MR or not, the same way you do on most mages. Even if they don't stack MR, it's worth having.
I can see replacing
Banshee's Veil maybe, but even then is there any real reason to get
Turbo Chemtank instead of that (besides it being built out of Catalyst the Protector) given that he already has a movement speed steroid built into his kit?

I think it could be a decent snowball item.
Ryze can have some trouble actually getting in
Rune Prison range. It can be nicely combined with the ult and it's a great initiate for your whole team against kiting team comps. I wouldn't put it in a standard build though.
