Well,
Thresh does have lower damage than most supports if he does max
Death Sentence first. But... it's pretty much made up for it in disruption in his kit. Additionally, the pick potential he has late game as well as the amount of utility you get from
Dark Passage is way too good to pass up. Heck,
Thresh is one of the safer supports out there despite being a more aggressive support due to the fact that he can disengage with
Dark Passage and
Flay.
The 'anymore' part is the one I don't really get. He hasn't really changed in anyway, and it's not like the meta has shifted drastically. In fact, it's probably favoured him more with the disappearance of much higher damage threats like
Annie and
Leona (Even though he does have a very good match-up against
Leona).

Personally I think both Thresh and Morgana are still tier 1. It's definitely debatable though.
The
shield nerf Morgana received makes it so that you have to get a lot more points into E for it to be as effective as it was before the nerf, but you generally only use her shield to avoid hard CC and usually just for the one ability (like
Blitz
Q for example) and never strictly to soak up magic damage (can depend on match-up (
Karma RQ) or the situation (
Karthus R), but yeh).
The
shield nerf Thresh received didn't matter too much. Sure, it was nice to have a locket of the iron solari passive up at pretty much all times but usually you'd only use W as a "get out of jail free card" and not for the group shield. If you max
E (and get AD in runes/masteries possibly) he still deals a lot of damage. The only real drawback I see with Thresh is that he's squishy, but that's always been the case. He's got the same role, say,
Leona has but not the same resistances. The
soul nerf, I think, may have hurt him. You rely on souls a lot since you have no armour/lvl and now they disappear so fast it's hard to retrieve them during lane phase. He got more than a couple nerfs before and probably after that too but I don't think his laning phase is bad still. Even if it was, his mid game and late are still really good so it doesn't matter that much. Braum doesn't have the best lane phase (apparently) but he's still high tier pick.
