Even if you ignore that part and just max Astral Infusion first, Leona is still required to focus Soraka when engaging or her all-ins are easily ignored (something that's been the case for a while imo).
Like, take this lane for example: you engage the Graves, take a bunch of damage from a point blank Buckshot and some autos yourself while Soraka has silenced and slowed your carry from behind Graves. As you're backing off you then watch the Soraka drop 10% off her full health bar to put Graves at close to full health....you're now at half health, they're both nearly at full, and there's nothing you can do 'cause you didn't CC the Soraka.
