Sejuani probably won't be the parousia of Gragas. The thing that makes those tank junglers so strong in lane is because of how ridiculous their sustain and tankiness is, making for a safe and passive lane. Sejuani doesn't have that. Her sustain is non-existent, and her innate tankiness is subpar. She can clear waves and does have mobility though, which does help her cause.
Shen is the probably the easiest and most reliable counter ganker in the game. Is sustain is good too. Only issue is that he farms so ******** slow that the enemy Lee Sin will have farmed his jungle, your jungle, you, ganked each lane twice and have killed you again by the time you have respawned in the timespan of when you're clearing your blue buff.

I was using AS marks and Quints and Shen's clearspeed wasn't actually that bad, especially his first clear. But after that he doesn't speed up, which is the problem. The only way for him to speed up would be going a more damage orientated line with Devourer, which wouldn't be that efficient on him.

So you just answered your own question about why he's not in the list. Glad we got that out of your chest.
By the way, Warwick didn't suddenly become good. The game was warped in ways that benefitted him obscenely, the champ himself is a toxic laner that either breaks midgame or becames a useless one trick pony lategame, and usually it's the latter.
If you wanna generate discussion ask real questions. Per example, anyone has any idea how Cassiopeia was affected by her changes? What about the Shyvana jungle buffs?
Cassiopeia's passive was altered so that her early game power was slightly increased to balance out her power towards the late game. That's about it.
