there are plenty of reasons to play Teemo Top Lane but none as fun as on-hit, this build makes you feel like a ranged tank and the best part is when your lane opponent builds MR to then find out you're going AD biggest meme ever.
Teemo's Passive (Guerrilla Warfare) Allows for Teemo to go invisible if he stands still for 1.5 seconds. When coming out of Guerrilla Warfare he gains a short boost of attack speed.
Teemo's Q (Blinding Dart) Blinds a enemy for 1.5 - 2.5 seconds depending on level.
Teemo's W (Move Quick) Gives Teemo a short boost of movement speed. Teemo will slow down if he is attacked.
Teemo's E (Toxic Shot) Gives Teemo poison damage on each auto attack for 4 seconds.
Teemo's R (Noxious Trap) Is a Mushroom that goes invisible after 1 second. You want use in laning phase in areas like against walls or covering the river.
A Strong part of the build is your ability to just stand in wave and tank wile also doing enormous amounts of DMG so positioning is key, make sure you are avoiding stuns as much as possible its key to you staying alive.
can set up all kinds of devious tricks. One of my favorites is letting the enemy push to tower, drop a shroom right behind him and attack. If they run away you win damage them with only taking a little damage from minions. If they attack you then they take multiple tower hits since they are slowed.
Try to space out your and put them into choke points to maximize the chances of hitting someone. You don't want them next to each other because then they'll all explode at once, and the D.O.T damage won't stack (multiple just refresh it).
Bushes are great places to hide them, but given how long the game's been out now that's a little predictable. If you're the river brush (say you're blue side top) you don't need to put it next to the wall, as that's kind of obvious and you're minimising the effective range of your . Try to either put it on the edge of the brush or slightly outside of it, so that they can't sneak around it by hugging the wall but will also hit it if they don't run into the brush.

Also, as a defensive shroomer, try to prioritize placement based on where the biggest threat would be coming from. If you're blue side and trying to protect yourself from a ganker top, put the near the centre of the tri-bush but closer to the river than the actual center (basically you want to protect against a jungler rushing through the tri-bush into the river to try to flank you).
You can also use to protect your lane for an extended period of time. It may feel wasteful at first, but if you stagger in the middle of your lane between your and the enemy's tower, you can stop a push against your top tower and help the rest of your team for an extended period of time (if both outer towers are down you can halt a push pretty fast, although if they have a strong split pusher you'll eventually have to go back to lane anyway...it will help against most pushers except for proxy singed).
If you are learning to play a Teemo you're going to have bad games, you might get stomped but if you stick too it I guarantee you will have some fun moments.
Most importantly DONT BE TOXIC, it can be hard sometimes but there is no point in playing the game if you're gonna be a ****, you also have to remember its a real person on the other team so help them to have fun by playing the game to the best of your abilities to make the match as competitive as possible.
Teemo is very strong before level 6. Once most other champions hit level 6, they normally have everything that they need to deal with you.
Teemo is very good at punishing opponents mistakes, make sure to auto when you can to make your lane opponent feel uncomfortable because an uncomfortable opponent makes more mistakes, repeat this process.
