She's really strong and you got to respect her all in capability since the overall stun chain she can provide to her team is insane while the damage output is still there and not only that but also her ability to be really tanky and take no damage while doing that.
Simply put it, respect her all in power and play as a peeler by W enemy adc whenever Leona catches your ADC off guard.
Morgana
Avoid her stuns and get rid of a mental "she makes me totally useless".
You can still win even a decent/good Morgana in the lane if you know what you're doing and that's her hottest point in which to counter you! In the mid-Late game, you win Morgana pretty hard!
Remember always that Morgana makes it so that you can only stun at max of 4 targets instead of 5 which is not a big deal.
Seraphine
Used to be giga broken and still is, but not anymore in the "perma ban" section.
She pokes you, overshields her allies, has massive long range AOE charm.
In other words, it's really problematic dealing with her due to this overloaded kit which still makes Seraphine a good pick no matter the received nerfs she has.
So whenever you face her. Don't be surprised that it is really hard to approach enemy bot lane or even hurt them.
Zyra
A Good Zyra makes you totally useless.
Be glad she's not a common pick for supports otherwise she'd have been a permaban category champion.
Zilean
He can outrun your dash and poke you to death, but you can punish him by damaging your minions with his bombs to push the wave back to your tower and freeze it, etc.
Zac
Rarely picked, really rarely picked, but be careful with his bush cheese jumps since those can be painful, but your kit is literally made to dodge the engages or cuck him.
Yuumi
The only bad thing about her is healing and poking.
My advice, get grievous wounds mid-game and learn to dodge her Q's
Xerath
Not a common pick, but pretty pain in the ***. He can cancel your dash and poke you down hard.
Learn to dodge his skill shots and scale for the mid-game phase where he's less of a threat to you compared to lane phase.
Vel'Koz
Vel'Koz shares the same scenario pretty much as Xerath when it comes to the matchups, but in this match up it's much easier to avoid his poking ability compared to Xeraths.
Punish him for walking up, you go even in this lane only if Vel'Koz keeps his distance.
Veigar
Common pick in Mid Lane, but sometimes support as well.
Perfect champion to say "No" to you.
Think twice when engaging if Veigar is nearby since he can easily cage you in after you do your dash successfully or use it as a peel and make you dash into a free stun.
Twitch
Lately, AP Twitch has become a common thing to see in Solo Q for me and I'd say he has no threat to you in the lane as long as you know what you're doing because he heavily depends on his stealth and it's really easy to tell when Twitch is attempting a stealth attack on you.
Rakan fully counters Twitch mid-late game phase. Lane phase is the only tricky part.
Thresh
Skill-based match-up. A good Thresh will always know how to zone you out and cancel your engages.
But at the same time, Rakan can put extra pressure on Thresh by baiting out his flay.
One Tip, if post 6 Thresh hooks in then that's a free all-in for you into his ADC or Thresh. They won't expect that!
Taric
Pretty easy to dodge his stuns.
You can easily poke him since Taric players tend to walk up often and you should have an advantage over Taric at any phase of the game, but be careful with his ultimate since it is a major cuck block for your all-ins.
Taliyah
Pretty annoying poking champion and has the ability to make a pick on you with her W or R.
Learn to dodge her skill shots and if she walks up too close then all in her because that's the weakest point for Taliyah when players manage to attach to her.
Tahm Kench
You can't kill him if he knows what he's doing and he can also eat his ally in order to say no to your knock-up or charm. But try to see his reaction by doing a fast W engage in the lane phase. If he fails to react often then his ADC is really vulnerable to your all-ins however if he's a good Tahm Kench then you pretty much have to play for the mid-late game phase and do nothing in the laning phase.
Swain
He's a pain in the *** since he can pull you back with any type of CC that gets applied to you.
Has a lot of damage and pretty much impossible to kill him post 6.
Learn to dodge his skill shots and punish him for walking up or his ADC whenever you get the chance to keep this match-up in your favor. PS: Rakan is much better support compared to Swain in the Mid-Late game phase.
Soraka
A good Soraka would always silence you and poke you down. Fortunately, this isn't the case since many Soraka players struggle to keep up with Rakans speed so you shouldn't be that much worried as initially planned if you're facing a billion games played Soraka player.
Learn to dodge her skill shots and respect her silence ability and also get grievous wounds mid-game.
Sona
Stand behind your ADC to not get inflicted with her POKE. This way you can cast your E while standing behind your ADC and shield her from her poke.
Pretty easy match-up but think twice about engaging since her ultimate can be painful if used right.
Sion
Rarely see him as support or ADC pick but oh boy I hate to share my lane phase with Sion.
The same story as with Tahm Kench and also be careful of the bushes since he's probably waiting there to steal your soul.
If he manages to Q you, be prepared to be fully CC- chained post 6. Pre 6 you can get away with this mistake, but not after level 6.
You only go even in this match-up if you can avoid his stuns by dodging them and putting his own ADC in danger.
Shaco
You go even in this lane just because of two reasons.
He can poke you to death and you can't really see/predict him in that scenario.
And the final reason is the boxes since that can cancel your W.
My advice is to always use your Q on Shaco whenever he exits stealth nearby you or exits stealth to poke you with his own knife.
And use some pink wards in your lane to see his approach and maybe pull out a W engage.
Sett
Hate him for the fact that if I try to dash in then I get mauled by Sett and end up being killed because of his large portion of damage including true damage and his stun pull.
If he's hugging his ADC then don't try to attempt engaging since you'll regret it. All in the ADC whenever they overextend in order to have somewhat of a chance in beating Sett since then it'll be a 2v1.
You can't kill Sett first in a 2v2.
Senna
Just another b*tch type support that pokes you down to death.
Avoid her long-range abilities and stay healthy in the lane. All in her or her ADC whenever she overextends
She's only a threat to you in the lane phase since Senna was made to fully "counter" engage supports.
Due to the current buffs she's really strong and jumps in threat level.
Rakan
Skill-based up match-up.
Whoever all-ins first, wins.
Friendly tip, if Rakan Ws you first post 6 then you can do an R>W combo to cancel his W if you time it right and also punish him for such an engagement by CC-chaining him and killing him in the end.
So yeah, who all-ins first. Wins.
Pyke
Skill-based much.
Avoid his hooks to put pressure on him.
Peel your ADC since it's a common case for people to get picked over by Pyke and respect his all in.
He's much of a better champion than you in the lane phase.
But mid-late phase you go equally even.
Poppy
Never really see her but she can cuck your dash and smash your face into the wall which results in a painful stun with high damage on top of it.
Play differently whenever facing poppy support and by that I mean don't engage when she's close to her ADC or when her W is up in general.
Pantheon
Pantheon used to be one of the best Anti Rakan picks to make him useless but that's not the case anymore after he was gutted around Support Role.
His damage isn't massive as it used to be and just engage onto his ADC if he jumps on your ADC. Or all in him after he jumps in if you've Electrocute page because then you'll most likely leave him 20% HP or kill him with ignite.
Ornn
Pre 6 you guys go even but post 6 you can not only keep dodging his stun attempts and make it hard for him to catch you by stunning his ADC.
BUT, but. You can also deny his ULT usage by charming him before he knocks his goat or whatever you call that and after that charm W into his ADC, etc.
Nautilus
He's much stronger lane phase compared to Rakan and usually you let him be the main character in the lane phase until you reach the mid-late game phase where you can actually win him since your much better support compared to him.
He stuns only a single target for a maximum amount of duration, but you can stun his whole team.
TL;DR Survive the lane and don't get picked by him after the lane phase.
Nami
Avoid her poke and shield your ally whenever she attempts to use her W.
And punish her if she walks up too close since Nami is a really squishy champion.
Lux
You go even in lane since her job is to stop you from doing your dashes by poking you, but you have an ability to dodge her Qs and Es.
But bear in mind that going into mid-game her cooldowns are much shorter which is why it's really tricky to play against her since a good Lux can f*CK you up really hard.
Lulu
No idea why but Lulu players keep disrespecting Rakan for 3 years in a row.
They're super greedy to poke you in the lane phase and walk-up with an overextend. Punish her for that by all-in since she's really squishy and usually in this case Lulu would die if you have a strong early ADC like Draven or Tristana.
One negative thought is she can block your engage which is rare and hard to do but in general. She can make it hard for you to kill your target which is why instead of a tiny threat level Lulu goes up to a Minor level.
Karma
She just pretty much pokes you to death.
Avoid her Qs and all-in her whenever she walks up too close. Karma players are often greedy with thinking that even if they get caught they can still run away which is not really a case for Rakan post 6.
In short, survive pre 6 stage and after 6 you're much stronger than her.
Janna
She's really annoying and can stop you from engaging whenever she likes to.
My advice is to play around her tornadoes. For example when you E into your ally Janna players usually think, even good ones, that you going to insta W so what they do is Q in that moment you dash to your ally to gap close on her. What you do is side-step after dashing to your ally and then W Janna to surprise her.
This trick works really well and can help you big time but in general.
You've to pick Janna in the fights in order to not get blocked in every stage of the game.
Gragas
You can dodge literally anything that Gragas tries to do.
That's how bad this champion is nowadays.
Galio
Ever since his famous Flash stun combo got removed he became a much much easier match-up for Rakan but bear in mind Galio is still much stronger than you are in the lane phase since he can easily wait for your engagement to stun you.
If Galio usually engages first to fight in the lane phase then wait out his stun abilities and punish him by either dashing towards him or his ADC and making them lose the trade badly since you can pretty much always dodge his abilities.
In short, don't engage first in the lane phase unless if he has wasted his main spells.
Braum
He's a minor threat.
Just like many other supports you can easily dodge any skill shots that Braum attempts without a problem. Especially ultimate because it has a huge window gap for you to react and dash away to dodge it.
And Braum can't really do anything to stop you with his ult since it takes some time before casting and this is not a problem for Rakan whenever he wants to engage.
However, he's a really tough guy when it comes to protecting his allies from damage. Be wary of that.
Brand
He can zone you out easily in the lane phase and if manages to pick you once then you lose whole lane priority in an instant.
Respect his damage and abilities!
But don't forget that if your ADC is decently strong early game then you can punish him for walking up too much and all in him with huge chances of killing him! Because he is squishy!
You win Brand hard in the mid-late game phase since he can't protect everyone from your engages. All he does is deal damage.
Blitzcrank
You can do whatever you like in the lane phase as long as Blitz Q is on a cooldown.
Simply put it, dodge his Qs and you have a free lane.
But if you get caught, well, you'll suffer.
Bard
Really strong champion especially with the new season items where his damage output goes to another level.
A good Bard will shut you down fully in the lane phase.
You both are equally strong only in the mid-late game phase where Rakan truly peaks.
Alistar
Classic pick. Alistar pretty much does everything that Rakan does, but much better and easier.
The only downside is that Alistar isn't a mobile champion like Rakan.
I'd say this is a skill-based match-up and usually, you should respect a lot Alistar players because if they play this match-up right then they can make it pretty painful for you.
But bear in mind that if he plays wrongly with his stuns then you can punish him really hard.
Rell
Rell has an ability in her kit to make you fully useless for seconds if she manages to catch you. You have to AVOID THAT at all costs!
Whenever Rell engages on your ADC you should automatically dash in to peel your ADC off the enemy ADC. If you try to jump in for a quick peel (Like you would do vs Leona) Rell will usually use her linkability to do a stun on you and cancel your mid dash and then just throw her focus on you + enemy ADC will focus you. IN that case, just play around with your W as the only engage tool and E as a disengage tool. Usually, you win this lane by punishing Rell for missing her engage attempt.
