ALWAYS try to gank 1st for 1st blood, but if the other teemo get to bot bush 1st play safe and dont gank. Instead just harass as much as possible and try to keep the enemy champs away from exp.

For me i depend on teemo's shrooms to kill off the enemy
Try to shroom the whole top jungle and sue the shrooms as wards so there arent any black spots left on the top jungle.
If you cant and being push back use your shroom all around the lane you are being push

The runes is what it is.
ATTACK SPEED for faster killing faster and harassing easier
MAGIC PEN. for your shrooms to kill tanks faster
ARMOR PEN. for killing tanks faster
MANA REGAN. because i end up using all my mana on placing shrooms and i wont have enough for blinding dart

the master is mainly for the beginning of the game which will help you to harass better and the attack damage with just that

PROS:
1)fsster to shroom only need to wait about 13.5 sec for each shrooms
2)since you can place more shroom each shroom had over 1100 magic damage and with the magic/armor pen. you dun need to worry about champs with magic resist
3)dont need to worry about mana loss
CONS:
1)teemo is consider a weak champs so the other team will most likely focus on ganking teemo
2)Once stunned you die
3)***IN oricles so shrooms will be useless if they catch on

Try to jungle whenever you can in b/w shrooming the jungles or ganking

1st i like to start off with "doran's blade" and a "heath pot" and that should keep in the lane for a really long time if you play safe and watch for "mias". Once you have enough which you should have enough for "sorcerer's shoes" and "flendish codex" or "Nashor's tooth". AFter that i like to have big ability damage so i save you for needless rod and work my way to "Rabadon's Deathcap". The "Rabadon's Deathcap" won't be effective till you get more magic pen. So you can either farm with creeps on lane if you are being push back, If not then i would recommend shrooming top jungle and farm at the same time, but be careful once you see an enemy try to lure them all around the jungle until they hit some of your shrooms and you can go in for the kill or the shrooms will be enough. after you got enough for void staff. That when you are about set and you can start owning and save up for "deathfire grasp" this will make you able to shroom faster. If the game is still not over still "Doran's blade" and get "lich bane". with this you are all set and you can kill ANYONE with your shrooms.

This build requires a lot of luring with shrooms, because i think teemo's shrooms is what make teemo teemo.
