Uh..... one thing I'd like to point out is that I really have no ap items UNLESS you count trinity force.
What exactly about my language is inappropiate? I'm not quite sure what you mean.
Trinity force is my CORE damage item. In my optional items section there are other items that you could pick to boost damage output.
Buff duration is always useful - you could ask for blue buff from teammates, you may kill a jungler with buffs on, etc.
Uhm, also, about the armor pen, it's a matter of personal preference. I find myself using sheen procs often early on, so I prefer arp runes over mp. Also, it does help a little with killing minions :)
Finally, it'd be nice to explain what you mean by "counters". My build stinks? I find myself having a decent amount of health, magic resist, AND armor, while dealing enough damage not to be ignored. It'd also be nice if you didn't just say my build is **** while saying "Hey guys, look at my build because it's clearly better!"
language: good, except the "shoot your balls off" still annoys me.
apologies. it looks much better now then when i made the comment, or i'm thinking clearer, or something. i still dislike ad ali. main reason being that he gets few chances to proc it in traditional playing.
as far as masteries, they're much better. still, i'd rather have
item wise, i'd still rather have more hp items. spirit visage and the rest are cool, but i still see no hp otherwise besides the 270 from ageis. if you want an off-tank ad ali, i'd recommend a frozen mallet, as it gives you hp and more attacks.
those criticisms aside...
what do i like now about this build:
it's unconventional.
however, it gives ali a few advantages now. it allows him to simply own turrets, as he has massive cdr for his ult and better physical damage output.
while ad ali is very non-metagame, he is commonly thought of as 2 roles: ap off-tank, which does poor damage and is very cdr/positioning/qw/lichbane dependent, and tank ali, which can be ignored after his qw if he can be made to blow his ult.
so people tend to focus other people. an ad off-tank ali would do probably AT LEAST on par with a traditional ad ali, in part because you kinda just augmented every other part of ali that people hate and rage about. end result being: people misunderestimate you and you can dish out serious pain while taking a good deal. probably not the best idea, but if 1/100 alistar players follow this build, and no more, it will work like a charm. that being said, i'll probably stay one of the 99 to help you out.
your guide does a fairly good job of explaining the above, it's just not too clear and kinda split up. you do a good job of explaining his weaknesses, especially true damage.
i like how you say that other types of ali are viable, as this keeps yours too.
the things i think you should look at:
why do i think tank ali works? simple: he has good tank charasterics, in my opinion. please take that with the fact that i said that this works well. -- he can screw the other team's ad carry by getting her into the fight, he has decent team cc with pulverise, he can tank towers like a boss (something off-tank ad ali can also do, at least this build).
and yes, people try to ignore him, especially end game. it's easy, since ECA's stun goes the way of his ult. but if he never has to ult, people's towers are dead if he lives, and that's a huge end-game problem for his enemies. while he's not as dangerous as shen or malfite can be, he still poses magor threats, especially harassing.
so... to reacap: it's much better than before, i like it and will probably +1 soon if the improvements continue. i would add all 6 items that you feel work as your core build, and add to the situational items. take another look at some aspects, or give more reasoning why.

When I play Alistar, I feel like I'm playing the role of disruptor, while dishing out some damage. Especially in solo queue, if you don't know if you can rely on your teammates, I think tanky DPS> AP. This is because AP relies on your two skills for damage, basically nuking the enemy squishy. This would work better than DPS if you know your teammates will follow up on it. I tend to solo queue quite a bit, where I prefer to Leroy right into battle. Trinity Force IS greatly underestimated in it's ability to do damage.
Also, I'm not quite sure how to build tanky AP alistar, while still keeping maximum cooldown reduction. Also keep in mind that my build costs around 9595 (core) to obtain maximum CDR, as well as the trinity force for your damage. I don't know how much AP alistar would cost to obtain that level of damage, CDR, as well as some tankyness so that you don't get instagibbed outside of battle.
The point of alistar with his CC, is either to help a teammate out, like headbut someone away from your Ashe, or to headbut / pulverize combo so your team can kill him. It's not so you can auto-attack for a larger amount.
If ppl do so, then you'll see the classic fail tanks / supports, who chase for kills and dont look back if their AD/AP carries survive in meanwhile.
